Upgrading and Modernization of the Refinery


The Chairman, Ceylon Petroleum Corporation (CPC) invites eligible Consultancy Firms / Interested panics to indicate their interest in providing the services for a 'Feasibility Study and Submission of a Technical Report for Upgrading and Modernization of the Refinery of CPC at Sapugaskanda, Kelaniya, Sri Lanka.
Background:
The existing Refinery is a basic Refinery without having a bottom upgrading facility and with a design input capacity of 6500 MT/day, (i.e. 50,000 Barrels/day). The Refinery is located at Sapugaskanda, Kelaniya and sixteen (16) km (approx.) away from the Port of Colombo, Sri Lanka.
The Refinery is consisted with following units.
1. Crude Distiller
2. Naptha Unifier
3. Platformer
4. Diesel Hydro Treator
5. Kero-Merox
6. LPG-Merox
7. Vacuum Distiller
8. Bitumen Blowing
9. Vis-breaker
10. Three (03) boners with a total average capacity of 200 pounds/hour at 540P5I and 400° C
11. Two (02) steam Thrbines having a design capacity of 5.0 Mw each.
12. Two (02) Diesel Generators having a design capacity of 2.0 Mw each.
13. Nine (09) Crude Oil Storage tanks having a capacity of 40,000 MT each and more than fifty (50) number of tanks for the storage of Intermediate and finished products with transfer pipelines from the Colombo Harbour to the Refinery and from the Refinery to the Distribution Terminal at Kolonnawa Installation, Wellampitiya, Sri Lanka.
14. Land available for the proposed work is thirty six (36) acres in addition to the unutilized space in the existing Refinery Land.
15. Water Intake Station is situated 5 km. away from the Refinery and on the bank of the Kelani River. This water intake supply water for cooling water system, drinking water and demineralized water for the refinery requirement which varies for 2000 to 2500 M3 per day.
The Feasibility Study and the Technical Study should be done for the upgrading and modernization of the existing Refinery to cater the total fuel demand in Sri Lanka in the Year 2021. Additional units required including their material (products) balances. Profitability, IRR, NPV, Payback period and total estimated cost for the project including a comprehensive detailed cost breakdown should be indicated in the Technical Report.
Feasibility study has to be done by a world reputed organization having past experiences in similar work. Interested bidders may submit a self-prepared unconditional proposal with details not limiting to, Company Address, Tel. Nos, Fax Nos, E-mail Address, Past Experiences on similar projects completed with details of clients, Company Business Registration Form etc. to the address given below.
Organizations / Parties who submitted Expression of Interest may need to conduct a presentation to the Management of CPC.
Please make clearly the subject 'Expression of Interest for feasibility study and submission of a Technical Report for Upgrading and Modernization of the Refinery of CPC' on left hand corner of the envelope.
Applications for this subject must be delivered to the office of Manager (Procurement & Stores), Procurement & Storrs Function, No. 609, Dr. Danister De Silva Mawatha, Colombo 09, Sri Lanka on or before 14:00 hrs. (Sri Lanka Time) on 05.12.2016.
